Everyone agrees, the US Military, like so many parts of American society, has a serious problem with sexual abuse.  Making things worse in the military was a criminal justice system that was protective of accused abusers, and abusive towards complaining victims. As a result of legislation passed last year by Congress, several important reforms have been made.  Reporter Nancy Montgomery of the newspaper Stars and Stripes has covered the issue and the case that broke the back of a commander's prerogative to administer is own personal version of justice.  Montgomery described to KSFR's Dave Marash on HERE AND THERE, the case of Air Force Lieutenant General Craig Franklin.
